Attached you will find an analysis of residential electric rates in Louisiana for September 2012. Based upon a comparison of all companies, for the typical residential customer’s bill of 1000 Kwh/month, Cleco has the highest average bill of $109.80, while Claiborne Electric Cooperative has the lowest average bill of $74.11. Comparing investor owned utilities, Cleco has the highest of $109.80, while Entergy Gulf States has the lowest of $76.59. When comparing electric cooperatives, Jeff Davis Co-Op has the highest at $95.71, while Claiborne Electric has the lowest at $74.11. Lower Electricity Costs and Improved Reliability: LPSC approves ELL and EGS-La move to MISO
At it’s monthly meeting on Wednesday, May 23, 2012, the Louisiana Public Service Commission approved pending requests by Entergy Louisiana, LLC, and Entergy Gulf States Louisiana, LLC to move the oversight of its Transmission system in Louisiana to the Midwest Independent Transmission Operator (“MISO”). The commissioners voted unanimously to approve the request, a move which could save consumers half a billion dollars or more. The cost savings will be attributable primarily to the centralized dispatch of generation under MISO’s markets. It is expected that the move will mean greater reliability and lower costs throughout Louisiana. The other commissions in the Entergy service territory(Arkansas, Mississippi, Texas, and the City Council of New Orleans) have pending requests from those releated Entergy affiliates.

Attached is the monthly report from the staff of the Louisiana Public Service Commission comparing residential electric rates of utilities that are subject to the jurisdiction of the Commission. Comparisons are based on an average usage of 1500 Kwh/month. This month’s winner for the lowest rates in the state is DEMCO at $103.95. Claiborne Electric comes in a close second at $104.41. LPSC Residential Rate Comparison for Gas Distribution Systems-February 2012
Attached is the monthly report prepared by the staff of the Louisiana Public Service Commission comparing residential rates for gas distribution systems in Louisiana. As you will see, the lowest cost provider is Pierre Part Natural Gas Co, Inc. with a cost of $34.31 for 4 mcf of gas. Coming in second is Entergy Gulf States at $36.76. Atmos/TransLa had the highest rate at $49.98. It is also interesting to note that the purchase gas adjustment(what the utility companies pay for the gas commodity) is $3.73 per mcf for Pierre Part, $3.97 for Entergy, and as high as $6.98 for Centerpoint/Arkla,LPSC Copy of Residential Bill Comparison for Gas-February 2012
